What a nastyshit little comment. You seem to forget that when the Towers fell, that man was out-fucking-standing in a world-scale crisis. Be very clear. The next step is for those who will not be conviced that he did the best job anyone around could possibly do, and a damn sight better than those clowns who are running the circus now, under conditions that really produced "shock and awe" through the whole tri-state area in a more intense way than it did through the rest of the country.

What I was trying to say is that Giuliani was hated by the NYPD and FDNY because he attepted to cut back on funding for both. The systems were in place inspite of Giuliani not because of him. His successor also went in for cutting the FDNY. I was there during the protest rally at battery park. Sammy Hagar sang, we held up our protests signs (mine is framed and hangs on the wall at my second job) and I got to talk with my brother firefighters. Giuliani got to preside over a well oiled machine and gets most of the credit which is due the emergency workers who put it all on the line.
Do some research into what Nagin from NO had to deal with. It's not even close to the same thing. Police and Fire couldn't do their jobs because they had no vehicles and little equipment with which to do it. The cops and firemen also had to deal with their own houses flooding, their families put in danger, no food or drinkable water and no communications. Whatever embarrassing Republicanik things Rudy has said and done since leaving office, he was the right man in the right place at the right time on that day and in the weeks afterward, and we thank God for that. I wouldn't deny a single one of your points, because you're right. However, to the emotionally destroyed, he provided a focal point and gave a lot of people the strength of his confidence. I don't see him through rose colored glasses.
A head of state's job is to do the best for his constituency regardless of who gets the credit for emplacing what system. Delegation and cult of personality is what one SHOULD expect from a head of state: that, and responsibility. He may have taken the credit, but he also took a lot of shit too.
I think he did a hell of a job with the tools he had to work with, even if he'd tried to cut the funding. I'll bet he'd admit he was glad they were there when they were needed!

no lie, brother, but you KNOW that's a whole NorthEastern thing. Underpay the infrastructure providers so that they cannot afford to live in the same area you do, and then eventually they'll get tired of obscene property taxes and insulting pay. Not dismissive per se, just more inclined to see that those in the trenches were truly responsible for his success. Call it fireman bias but I've read and seen how the FDNY prepared for some type of huge disaster after the first WTC attack. They came here to Dallas and helped us with our program (although our chiefs haven't really followed through with the plan) and their knowledge and training are impressive.
